The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Plan, schedule, and conduct detailed analyses of the efficiency and effectiveness of complex functions and work processes and recommend improvements in work operations.

- Develop and modify research methodologies and techniques for gathering data and documentation that address a wide scope of audit and evaluation activities.

- Apply an objective analysis and systemic evaluation to provide an independent assessment of the performance of the United States Patent and Trademark Office (USPTO) organization, program, activity or function.

- Analyze, review, and make recommendations about programmatic and operational policies, processes, and activities.

- Interview key organizational authorities and other stakeholders to gather the necessary information for survey and audit purposes to diagnose gaps, causes, effects, and solutions, and to corroborate findings.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

 Planning, conducting, and documenting results of audits or evaluation projects in accordance with applicable standards and provide recommendations. Examples of such experience may include:
- Coordinating audit or evaluation projects and activities of team members, and reviewing work of junior staff to ensure sufficiency and relevance; OR
- Leading team efforts to analyze, review, and make recommendations about policies, processes, and activities; OR
- Planning and conducting interviews and briefings with organizational authorities and other stakeholders to solicit a broad range of information; OR
- Developing and presenting written products such as audit or evaluation reports and memorandum to management officials.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 

Planning, conducting audits or evaluation projects in accordance with applicable standards. Examples of such experience may include:
- Developing methods and techniques for gathering data and documentation; OR
- Analyzing, reviewing, and making recommendations about policies, processes, and activities; OR
- Participating in interviews and briefings with a range of stakeholders to solicit a broad range of information; OR
- Contributing to written products such as drafting segments of audit and/or evaluation reports and memorandum.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
- Secret – Background Investigation will be required.
